This varies depending on the player's civilization, on the win condition that they choose to pursue, and even on their starting position, but there are some world wonders which are almost always solid options.

10 Petra

Petra is one of the best classical wonders to build if the player has multiple desert tiles nearby. By increasing the yield of all desert tiles in the city by 2 food, 2 gold, and 1 production, Petra upgrades the previously useless desert tiles to some of the most efficient tiles in the game. However, since it is one of the best wonders in the game, many players attempt to build it. If there are enough desert tiles nearby, settling a new city and rushing Petra is a recipe for success.

9 Estadio De Maracana

Estadio De Maracana is a useful, atomic era wonder. One of the main issues during the late game is the lack of sufficient luxury resources, which leads to a lack of amenities in most cities, thus damaging the civilization's growth. Maracana provides +2 Amenities in every city, fully solving this issue. On top of that, it provides +6 culture for each city owned. Despite it being one of the most production-expensive wonders in the game, its' benefits make up for that.

8 Hanging Gardens

The Hanging Gardens are an ancient era wonder which increases population growth in all current and future cities by 15% while providing 2 extra housing to the city that it is built. Getting this early can significantly buff the growth in all of the player's future cities.

Prioritizing Irrigation's research to get this wonder early is a great strategy, especially when favoring a playstyle that involves settling as many cities as possible.

7 Mausoleum at Halicarnassus

Mausoleum at Halicarnassus, a classical era wonder, works similar to Petra by improving all coastal tiles with +1 Science, +1 Faith, and +1 Culture. For a coastal city, regardless of the win conditions of the player, this world wonder is a great asset that speeds up the progression in the research and civic trees. Also, it buffs Great Engineers by allowing them to speed wonder production, upgrade Industrial districts or even buff a city's housing and Amenities one additional time.

6 Oracle

The Oracle is another extremely useful ancient era wonder. Not only does it buff the current city with +1 Faith and +1 Culture, but also improves all current and future districts in the city by giving them +2 Great Person points of their type (Writers for Theatre districts, Scientists for Campus, etc.). Also, it allows the player to purchase Great people with a 25% cost reduction in Faith. With all its' abilities combined, the Oracle is a great option for recruiting multiple Great People.

5 Potala Palace

Another wonder that is built in almost every game, and rightly so, is the renaissance era wonder: Potala Palace. Other than providing +2 Culture and +3 Faith to the city that it is built, it allows the player to equip one additional Diplomatic Policy Card. These cards are focused on improving the player's relationship with City-states by providing additional envoys, buffing trade routes between them, or later in the game, making spies faster to produce and more effective.

4 Forbidden City

The Forbidden City is an upgraded version of the Potala Palace. Instead of giving one Diplomatic slot, its' main effect is adding one extra Wildcard slot.

Wildcard policies are the best slots to have since the player can add any type of card there from all other categories and thus add an extra card of whatever the situation requires. This can also be combined with the civilization of Greece which adds one more wildcard slot, thus reaching 2 extra policies.

3 Eiffel Tower

Built during the modern era, the Eiffel Tower is a world wonder essential for every civilization striving for a cultural victory. By giving all tiles of the civilization +2 Appeal (not only in the city that the wonder is built), it improves the land significantly so that future cultural buildings, like national parks and seaside resorts will have increased effects. This can also be combined with Australia's civilization bonus which buffs district yields if the districts placed on Charming or Breathtaking tiles.

2 St. Basil's Cathedral

St. Basil's Cathedral includes multiple bonuses that make it a solid pick for most cases. Built during the renaissance era, it provides a great option for expansion by buffing all tundra tiles in the city that it is built. This can be further improved if combined with Russia, whose ability is to increase faith and production in all tundra tiles. And if that is not enough, it also provides 3 Relic slots and doubles religious tourism from the city that it is built.

1 Venetian Arsenal

The Venetian Arsenal is often slept upon by players while being one of the best wonders in the game. First, it provides an additional 2 Great Engineer points per turn, which can be especially useful in the late game. However, its' main benefit is that whenever a naval unit is built by the player, they get a second one for free. This wonder ensures naval superiority, which is a great asset even if not pursuing a domination victory and uses it for defensive purposes.
