The Office: 10 Low-Key Villains On The Show | ScreenRant

Despite the dysfunction with the offices of Dunder Mifflin, The Office is a show that is filled with likable characters. Sure, Dwight might have been a little mean-spirited at times and Ryan was a pretty awful person at times too, but there was never a real villain among the main characters.

However, there were certain smaller characters who fit the villain mold in more low-key ways. Though they might not always seem nefarious or perhaps even have moments of goodness, some of their actions have been questionable at best. These villains might have stayed under the radar but their bad behavior didn't go unnoticed.

10 Charles

Charles Miner was introduced in season 5 as someone from corporate who came to oversee the Scranton branch. Immediately, he and Michael Scott don't see eye-to-eye, making Charles a bit of an antagonist.

In many ways, it's hard to see Charles as a bad guy. He is a professional who looked at how Michael ran his branch and decided it was unacceptable. That's actually pretty understandable. However, Charles also clearly doesn't know how to work with people and turned the office into a pretty unhappy place.

9 Todd Packer

Todd Packer is a bit of a more obvious villain as he seems to only exist on the show to be an obnoxious jerk. Though Michael seems to get a kick out of him, Todd is a rude and vulgar man who everyone else openly despises.

Given how unpleasant Todd is, it could be easy to dismiss him as a nuisance rather than an actual villain. However, when Todd tries to turn Michael against Holly, even Michael begins to realize what a bad guy he really is.

8 Jan

In the early days of the series, Michael sort of looked at Jan as a bit of a villain. But just like Charles, she was simply a professional person who had to struggle through working with someone like Michael.

Once Jan and Michael begin dating, she starts to show a darker side of her personality. She is controlling towards Michael, making their relationship quite unhealthy. She even tries to get him to lie in her lawsuit of Dunder-Mifflin, humiliating him in the process.

7 Nellie

After interviewing for the new manager position, Nellie is brought back into the show as a Sabre executive of special projects. She is a very hard person to learn to like, as her behavior is often rude and crass in an effort to make up for her own ineptness as a professional.

When she returns to Scranton, she simply takes over Andy's office and declares herself to be the new manager of the office. It is a very strange storyline in the series that everyone just goes along with. It also leaves a bad impression of Nellie even though she is meant to be likable later on.

6 Senator Lipton

Senator Lipton is introduced in the series as the new romantic interest for Angela. Though he initially just seems like a kind of boring guy, he is revealed to be a closeted gay man who begins an affair with Oscar.

While Oscar is just as much to blame for this betrayal of Angela, Lipton is also cheating on Oscar as well. When the truth of his sexuality gets out, Lipton sees it as a political opportunity and completely casts both Angela and Oscar aside to make himself look better.

5 Cathy

When Pam is away on maternity leave, Cathy is hired as her replacement. At first, she doesn't really stand out much in the office as she just appears like a competent if somewhat forgettable employee.

However, when she joins Dwight and Jim on a business trip to Florida, she attempts to seduce Jim, knowing that he is married to Pam. It is a bit of a random storyline that comes and goes. But anyone who comes between Jim and Pam's romance is clearly going to be seen as a villain.

4 Jo

When Dunder Mifflin is bought by a company called Sabre, Jo Bennett is introduced as the CEO. She has a certain charm and down-to-earth quality to her even if she can be a bit intimidating.

But Jo's friendly demeanor also hides the fact that she is also a dishonest business owner. When it comes out that Sabre's printers catch fire when operating, the company doesn't recall them. And instead of looking out for the safety of the public, Jo is more concerned with catching the person who leaked the news to the press.

3 Josh

After being rejected by Pam, Jim makes a move to a new office branch where his new boss is Josh. At first, Josh seems like a pretty great guy to work for. While he is not as fun as Michael Scott, Jim gets along well with him and Josh has a pretty level-headed approach to his work.

But when Dunder Mifflin decides to get rid of the Scranton branch and promote Josh, he reveals that he leveraged his promotion with the company to get a better offer elsewhere. That might not seem like such a bad thing, but he did so at the expense of his employees, many of whom are forced out of their jobs.

2 Clark

Clark is a late addition to the show, arriving in the final season as one of the new young guys in the office. For his entire time on the show, it feels like they weren't sure what to do with Clark. This leads to a misguided storyline that makes Clark seem like a disgusting creep.

He tries to trick the naïve Erin into sleeping with him by staging a fake newscaster audition which thankfully backfires. The show later seems to want viewers to forget about all that as they try to make him likable again, but the damage was already done.

1 Roy

As with Cathy, anyone who gets in the way of Jim and Pam being together is destined to look like a bit of a villain. That is somewhat unfair to Roy, as he was engaged to Pam at the beginning of the series.

However, Roy is certainly not a very respectful partner to Pam and takes her for granted. Even when he claims to have changed and wins her back, he reverts to being the same old jerk he was before. His real villainous moment comes when he tries to attack Jim after learning about the kiss he shared with Pam.
