After the zombie war in Army of the Dead, Zeus (Richard Cetrone) begins building an army of Alpha zombies in Las Vegas, but there's a reason they stayed hidden in the city and never attacked outside the walls. The initial outbreak and zombie war saw Vegas overrun with shambler zombies, which are created when one of Zeus' Alphas bite someone (whereas Zeus' bite produces other Alphas), but once the city was walled off, the threat was mostly contained, with any signs of remaining danger to most humans simply being government propaganda.
While the shamblers could never get over or around the wall (literally too dumb to get out of the sun), the physical prowess and intelligence demonstrated by the Alphas makes it pretty clear they're in the city voluntarily. The Alphas are more than smart enough to find a way through, either climbing over, finding a gap or maybe even knocking over or breaking through a portion of the wall. With around 500 Alpha zombies at Zeus' command, they could easily expand their territory or even send Alphas out of the city to collect a greater number of humans to make more Alpha zombies and grow the army even bigger. However' that's not Zeus' ultimate goal.
Zack Snyder sheds more light on Zeus' motivation with the Alpha zombies in the book Army of the Dead: A Film by Zack Snyder: The Making of the Film by Peter Aperlo: "The motivations for him fighting back always come out of him being defensive rather than offensive. I think that's an important thing. Zeus has aspirations and hopes and dreams, if you will, but he wants to be left alone. There's a line in the movie where Lilly the coyote says, 'you guys keep acting like this place is their prison. It's their kingdom.' That lets you know his motivation. Zeus and the Alphas could easily climb out of the city, but they choose to stay."
Zeus was growing the Alpha zombie army slowly but had no intention to attack anyone, seemingly only taking people who wandered into the city or were offered up by the coyote, such as border guard Burt Cummings (Theo Rossi). While Cummings was certainly a scumbag, this process wasn't purely targeted at bad humans like him, but also Kate Ward's (Ella Purnell) friend Geeta (Huma Qureshi), who was a good person whose only crime was trespassing Zeus' territory. The attempt to make an Alpha baby is actually a part of his desire to make Alpha zombies without violence so he doesn't need to bite people anymore. This means the Alpha Zombie army is in place mostly for defense, only attacking when provoked.
If the Alpha zombies had wanted to spread even more, it's doubtful much could have been done about it. It only took Zeus and a couple of other Alphas to overrun Vegas in no time, and that's with Zeus using a strict selection process to keep the number of Alphas down. A full-on assault from the Alpha zombies surely would have been a global incident in no time, meaning unless Vanderohe has a similar level of restraint, his arrival in Mexico City at the end of the movie is not going to bode well for the rest of the world.
