Superheroes can't exist without villains who threaten the world and give them a hard time. The MCU has since brought to life comic book villains that either give heroes a run for their money or didn't do the job at executing their evil plans. In Phase 2 of the MCU, fans have seen some villains that almost succeeded.
In hindsight, the villains in Phase 2 either spent years developing the perfect revenge or simply had enough firepower and resources to get the job done. In one case, a certain soldier was brainwashed and had a metal arm. Some plans were clever enough to go the distance and others fell short.
10 Mandarin (Trevor Slattery)
Fans were convinced that the Mandarin really was one of the world's most evil terrorists with his organization, the Ten Rings. His plan to ensure destruction by creating numerous widespread accidents to create fear and to develop control. Mandarin did succeed in becoming the most feared terrorist until he wasn't.
HIs evil plan crumbled when it was revealed that the Mandarin was really Trevor Slattery. Slattery was a wanna-be actor and drug addict. He was approached by Killian to pose as the Mandarin but was later discovered by Stark to only be a facade. It's safe to say that the Mandarin's evil plan wasn't all that clever once the camera shut off.
9 Nebula
Nebula was a villain in Phase 2 turned anti-hero later on. Many know that she's the daughter of Thanos and the right-hand man of Ronan the Accuser. In Guardians of the Galaxy, Nebula was tasked with retrieving the orb from Star-Lord. She even took pleasure in the opportunity. However, Nebula's plan to retrieve it wasn't at all clever.
She mostly relied on her fighting skills and her hatred for Gamora. When trying to locate the orb, all she really did was torture people for information. She then traveled the galaxy to find it and tried to kill Gamora multiple times. In the end, Nebula had no real big plan to retrieve the orb.
8 The Winter Soldier
Did the Winter Soldier really have a plan if he was being controlled? In Phase 2, Bucky aka The Winter Soldier is considered a villain when he was under the control of Hydra. Winter Soldier's evil plan was more based on his abilities in combat, stealth, and enhanced strength and arm. He was tasked by Pierce to kill Nick Fury to ensure Project Insight to go through.
The Winter Soldier's plans to eliminate Fury were clever in their own way. The first attempt was attempting to assassinate Fury in his car, but The Winter Soldier didn't expect the car's heavily fortified armor. His next attempt was to kill him at Steve's apartment which was somewhat successful.
7 Wolfgang von Strucker
Strucker was a short-lived villain in Avengers: Age of Ultron, but his evil ways were clever. The success and cleverness of his schemes are all thanks to Hydra, as Strucker was a top Hydra scientist snd agent who successfully took possession of the scepter.
Using Hydra's resources, he hid for a long time in a remote laboratory. With scepter, he was able to turn Petrov into an enhanced human with super speed and activated Wanda's hidden powers. His evil plan was successful until being captured and later killed by Ultron.
6 Ronan The Accuser
The big bad Ronan the Accuser doesn't get high marks when analyzing his evil plan, as certain faulty moments led to his end demise. Ronam wanted to destroy Xandar and planned to use Thanos to do so. He planned to help retrieve the orb that held one of the Infinity Stones and give it to Thanos in exchange for Xandar's demise.
In reality, Ronan didn't do much in his supposed clever plan. He had everyone do the dirty work for him and only threatened people. But Ronan did succeed in getting the orb to only betray Thanos when realizing its immense power. Harnessing the Power Stone, he planned to destroy Xandar. Not a bad idea when having an Infinity Stone, but he was defeated in the end by the Guardians.
5 Yellowjacket (Darren Cross)
Darren Cross was a protégé of Hank Pym. Cross's evil scheme started from within to take over Pym Technologies. Because Cross infiltrated into the company, his plan gets good rankings for being clever. Cross worked his way to the top pretending to be an ally to only take over and rebrand the company to Cross Technologies.
His grand plan was to recreate his own version of the Pym particles to then sell to Hydra and the Ten Rings. Cross succeeded in creating a formula of his own and a kickass villain suit known as Yellowjacket. In the end, Cross got too greedy and in over his head, and his clever scheme was destroyed by Lang and Hope.
4 Aldrich Killian
Aldrich Killian really does hold on to grudges. After being humiliated by Stark years prior, Killian decides on an evil plan for domination. Killian founded his own company and took charge of the Extremis project to create enhanced soldiers. His plan was clever as the lead scientist helped his work unaware of his true intentions.
To make Killian's plan even more clever, he used the Mandarin to disguise the terrorist attacks he created around the world. In the pursuit of even more power, Killian conspired with the Vice President for control of the United States. Killian's plan was well planned from the start but crumbled when messing with Pepper Potts.
3 Malakith
Malakith was the evil ruler of the Dark Elves and his plan to once again try to plummet the universe into darkness was pretty conniving. In the past, Malakeith was almost successful in destroying the Asgardians with a special weapon called the Aether. After his hibernation, he goes after Jane Foster after learning she absorbed part of the weapon.
His grand plan was to attack Asgard to reclaim the Aether. As part of his plan, he sent his lieutenant under cover of being captured in the Battle of Vanaheim. Beforehand, Malkith stored a Kursed Stone inside Algrim's gut. His plan was cruel and effective as he had the upper hand, even after killing Thor's mother. He was even close to infiltrating Earth using portals. He ultimately lost by being crushed by his own ship.
2 Alexander Pierce
Alexander Pierce may not be strong in the physical department, but his evil ways of manipulating others worked like a charm. His evil plan started years ago when he helped Hydra infiltrate S.H.I.E.L.D. and have a majority of its people actually be evil agents. His plan from the start was to use his secret weapon, the Winter Soldier.
He manipulated the Winter Soldier to eliminate any threat to Hydra. Pierce wanted Project Insight to go through no matter what, as the project would give him ultimate control of getting rid of a vast amount of the population. To do so, he tasked the Winter Soldier with killing Fury. Pierce's plan was clever as he was under the disguise that he was a dedicated S.H.I.E.L.D. agent.
1 Ultron
Fans can agree that the worst villain to come out of Phase 2 was Ultron. Ultron's plan was certainly evil and conniving as he wanted to protect the world from all threats. He soon deducted that Earth's greatest threat was humanity itself. Having the surmounting knowledge that he took from Jarvis and the Mind Stone, Ultron's plan and execution were almost successful.
Ultron was able to take over different host bodies and even created himself a vibranium body. He planned to create a technological singularity and use Sokovia as a meteor to wipe out the Earth. In hindsight, Ultron's plan is clever and would have worked incredibly well if the Avengers didn't stop him.
